Okay wow so this is really hard for me to try to explain, because I really mostly just eyeball it. I draw hair a lot, especially Gamzee’s, so I can just kind of draw curls and it’s easy, but here’s sort of how it works in terms of the curl itself.
(The curls change depending on how thick you make them and how many turns you add to the swirl.)
Okay but like, re: how I place those curls when I actually draw them (I’m gonna use Gamzee as an example, because he was mentioned in the question and also drawing him repeatedly is part of the reason I enjoy drawing curly hair so much. <3)

The part is generally a sort of crooked patchy line approximately in the middle of your head unless you part your hair specifically on purpose, which Gamzee obviously does not. Some people don’t have a part so much as a center where their hair radiates from, but after a certain point the hair will have to fall one way or another and then a part forms. So with hair as long as this, there is definitely going to be a part.
I tend to draw people with some of their hair hanging down between their eyes, so the lock of hair right about in the middle front is usually the one I start with.
I don’t usually draw these, but you can think of the root of a single big curl/lock of hair as a specific patch on the character’s’ skull; then draw the curl extending from that patch…
…and intertwine them over and under others, which is kind of the hard part to get natural looking. Especially with hair like this that is kind of made up of big, long waves more than tight little curls, I usually try to bear in mind that each lock of hair is a 3D shape, and the other pieces of hair can sort of…interact with them.
This is hard to explain because, like I said, I’ve mostly figured it out by eyeballing it.
